Tools and resources for implementation of the Roadmap on antimicrobial resistance for the WHO European Region 2023-2030: 26–27 June 2025, Copenhagen, Denmark: meeting report

Overview

Antimicrobial resistance (AMR) remains a critical global health challenge, threatening the effectiveness of essential medicines and requiring coordinated, multisectoral action. In alignment with the WHO European Region’s AMR Roadmap 2023–2030, a subregional meeting was held on 26–27 June 2025 to support European Union Member States and EU4Health associated countries in strengthening their AMR national action plan (NAP) implementation. The meeting aimed to update countries on global, regional and national developments; facilitate access to technical and financial support mechanisms; and provide a platform for sharing experiences, challenges and good practices. Participants included national AMR and IPC focal points, representatives from WHO, the European Commission, European Centre for Disease Prevention and Control and partner institutions. Discussions highlighted persistent barriers such as limited funding, workforce shortages, gaps in surveillance – particularly in long-term care facilities – and low public awareness. Countries presented tools and approaches to enhance stewardship, accountability and data driven monitoring. The meeting also included a consultation on the development of a new AMR Accountability Index to benchmark national progress and strengthen transparency. Overall, the event reinforced regional collaboration, mobilized resources and advanced collective efforts to accelerate AMR NAP implementation across the WHO European Region.
